The PrePass safety criteria is determined by each PrePass state. Previously, PrePass bypass eligibility was based on a proprietary formula developed by PrePass and its member states called the PrePass Safety Algorithm 2 (PSA2). The PSA2 placed carriers into specific classes based on each carrier’s SafeStat Safety Evaluation Area (SEA) scores. The PSA2 then compared the carrier’s driver and vehicle out-of-service (OOS) rates to national averages to determine the carrier’s random pull-in rate that is applied as their transponder-equipped vehicles approach PrePass locations.
Recently, the Federal Motor Carrier Safety Administration (FMCSA) launched a new safety initiative called Compliance, Safety, Accountability (CSA) to further reduce commercial motor vehicle (CMV) crashes, fatalities and injuries on our nation's highways. Carrier safety performance is measured against 7 Behavior Analysis and Safety Improvement Categories (BASICs) then given a numeric value of 1-100 in the Inspection Selection System (ISS). FMCSA has encouraged states to use ISS as the safety criteria for electronic clearance.
Interstate Carriers
For carriers that conduct business in multiple states, PrePass will now be evaluating a carrier’s safety eligibility using data from CSA. This data is used to produce an Inspection Selection System (ISS) score that helps roadside officers in determining whether or not to inspect a vehicle. A carrier’s ISS score can be viewed by logging onto the FMCSA’s portal at https://portal.fmcsa.dot.gov. Your CSA/ISS score will affect your PrePass bypass rate and a poor score could have additional impact such as lost revenue from shippers, increased insurance rates and FMCSA intervention.
Please reference the charts below for the general pull-in rate for your vehicle(s) based on your ISS score and whether you have sufficient or insufficient data. There may be some variations by state on this criteria. Your PrePass Pull-In Rate will be updated monthly, as SAFER is updated.

Intrastate Carriers
California
For PrePass customers registered to travel only in California, safety eligibility is based on compliance with California’s Biennial Inspection of Terminals (BIT) program, which specifies:
ü At least one terminal must have a satisfactory rating.
ü Any unrated terminals must have had their BIT inspection paid for.
ü No terminal can have an unsatisfactory rating in the past three years.

Arizona
Per state specifications, intrastate carriers in Arizona are not eligible to enroll in PrePass.
All Other States
For all other intrastate carriers, if you have a USDOT number your safety eligibility is determined using the same criteria used for Interstate Carriers.
